Our Legal & Legislative Services team plays a critical role in supporting Council and Administration through governance, legislative services, access to information, privacy, and corporate compliance. We work collaboratively across the organization to strengthen governance, reduce organizational risk, and ensure legislative obligations are met while enabling effective service delivery.
 
As the Access and Privacy Lead, you will report to the Manager, Legislative Services (the designated Privacy Officer) and lead the City's enterprise access and privacy management program. You will provide strategic leadership and operational expertise to ensure compliance with Alberta's Access to Information Act and Protection of Privacy Act, foster a culture of privacy awareness, and support responsible information management across the organization. Working closely with the Records Management Coordinator and departments throughout the City, you will provide expert advice on privacy governance, legislative compliance, privacy impact assessments, breach management, staff education, and privacy-by-design practices that enable the City's strategic priorities.
 
What YOU'RE Responsible for:
  • Leading the development, implementation, and continuous improvement of the City's enterprise access and privacy management program.
  • Developing and maintaining access and privacy policies, procedures, standards, governance frameworks, and a multi-year program roadmap aligned with organizational priorities and legislative requirements.
  • Providing expert advice and guidance on the collection, use, disclosure, retention, and disposal of personal information in accordance with applicable legislation.
  • Monitoring legislative developments, regulatory guidance, emerging technologies, and industry best practices while recommending organizational improvements.
  • Leading Privacy Impact Assessments (PIAs) for new technologies, programs, systems, and initiatives, identifying privacy risks and recommending practical mitigation strategies.
  • Collaborating with project teams, Information Technology, Procurement, Legal Services, and business units to embed privacy principles into municipal operations and digital transformation initiatives.
  • Leading the City's response to privacy incidents and breaches, including investigations, risk assessments, containment measures, notifications, reporting, and corrective action planning.
  • Developing and delivering organization-wide privacy training, awareness initiatives, and educational resources that promote a culture of accountability and compliance.
  • Developing performance measures, compliance monitoring processes, and reporting frameworks to evaluate the effectiveness of the City's privacy management program.
  • Providing strategic advice to senior leadership, departments, and project teams on privacy risks, legislative compliance, information governance, and operational decision-making.
  • Supporting access to information processes, regulatory inquiries, audits, and investigations while preparing reports and recommendations for senior leadership and Council as required.
What YOU Bring:
Education and Experience:
  • Bachelor's degree in Information Management, Business Administration, Political Science, Public Administration, or a related discipline. An equivalent combination of education and experience will be considered.
  • Minimum four years of progressively responsible experience in privacy, information governance, access to information, compliance, public administration, or a related field involving sensitive and confidential information.
  • Experience developing policies, procedures, governance frameworks, and organizational compliance programs.
  • Experience leading cross-functional initiatives and managing multiple priorities in a dynamic environment.
Technical Knowledge and Analytical Skills:
  • Thorough knowledge of Alberta's Access to Information Act, Protection of Privacy Act, related regulations, and privacy best practices.
  • Demonstrated experience leading Privacy Impact Assessments and integrating privacy requirements into projects, business processes, and technology initiatives.
  • Strong understanding of information governance, records management principles, and privacy risk management.
  • Proven ability to interpret complex legislation and translate legislative requirements into practical business solutions.
  • Excellent analytical, research, critical thinking, and problem-solving skills.
Professional and Interpersonal Skills:
  • Exceptional relationship-building skills with the ability to collaborate effectively across departments and with external stakeholders.
  • Strong communication and facilitation skills, with experience delivering training, preparing reports, and presenting recommendations to leadership.
  • Sound judgment, discretion, and political acuity when handling sensitive or confidential matters.
  • Excellent organizational and project management skills with the ability to manage competing priorities and deadlines.
  • Ability to influence and guide organizational decision-making without formal supervisory authority.
Technical Skills:
  • Advanced proficiency with Microsoft 365 applications, including Word, Excel, Outlook, Teams, and SharePoint.
  • Experience preparing executive reports, policies, procedures, presentations, and briefing materials.
  • Experience using collaboration and document management systems.
Assets:
  • Professional privacy certification such as CIPP/C (International Association of Privacy Professionals) or completion of an Information Access and Protection of Privacy program from a recognized post-secondary institution.
  • Experience conducting regulatory investigations or responding to privacy complaints.
  • Experience in a municipal or broader public-sector environment.
  • Project Management Professional (PMP) certification or demonstrated project management experience.
