Reporting to the Manager, Infrastructure Project Design & Delivery - the Project Manager is part of the team that is responsible for the successful delivery of the City's capital infrastructure program and some of the City’s operational projects. This position manages projects through all phases of planning, design, procurement, construction, commissioning, and turnover while ensuring projects are delivered safely, on schedule, within budget, and aligned with organizational objectives and standards.

What YOU’RE Responsible for:
Project Planning & Delivery
- Lead project planning activities, schedule development, and project coordination meetings.
- Develop project scopes, budgets, schedules, risk assessments, and business cases.
- Determine project resource requirements, including consultants, contractors, materials, and equipment.
- Monitor project budgets and expenditures, identify variances, and provide regular financial reporting.
- Maintain accurate project records and documentation.
- Support the development and implementation of departmental strategies, tools, policies, and continuous improvement initiatives.
- Manage capital infrastructure projects from planning through construction and project closeout.
- Prepare tender documents and support procurement processes.
- Manage consultants, contractors, and project teams to ensure project objectives are achieved.
- Establish project performance measures and manage project scope, schedule, quality, and cost.
- Monitor project progress and provide status reports for leadership and stakeholders as required.
- Ensure projects comply with applicable legislation, regulations, standards, and best practices.
- Coordinate project inspections, commissioning activities, record drawings, and asset turnover requirements.
- Identify, evaluate, mitigate and/or manage project risks throughout the project lifecycle.
- Provide technical advice and recommendations to management and internal stakeholders regarding infrastructure projects, policies, procedures, and best practices.
- Support cross-functional teams and collaborate with internal departments to ensure successful project outcomes.
- Work closely with internal teams to support lifecycle planning and long-term infrastructure strategies.
- Provide recommendations regarding project prioritization, capital planning, scheduling, and resource allocation.
- Foster productive working relationships with internal leadership, Council, consultants, contractors, regulatory agencies, and other stakeholders as required.
- Collaborate with internal departments, external stakeholders, and community partners throughout project delivery as required.
- Support public engagement initiatives and attend public meetings as required.
- Respond to inquiries from residents, businesses, and stakeholders regarding infrastructure projects in a timely manner to meet committed response times.
- Work with Communications to develop project updates and public information materials.
- Promote service excellence and ensure project delivery aligns with community expectations.
- Promote and maintain a positive health and safety culture.
- Ensure projects are delivered in accordance with applicable health and safety legislation, policies, and procedures.
- Support safe work practices for staff, consultants, and contractors.
- Degree in Engineering or equivalent.
- Minimum five (5) years of progressive project management experience leading complex infrastructure projects.
- Experience managing municipal infrastructure projects including transportation, drainage, open space, utility, facility, or land development projects is preferred.
- Strong knowledge of project management principles and processes, procurement practices and strategies, contract administration, and construction management.
- Experience managing consultants, contractors, project schedules, budgets, and risk.
- Knowledge of applicable municipal, provincial, and regulatory requirements.
- Strong analytical, organizational, negotiation, and problem-solving skills.
- Excellent written, verbal, and interpersonal communication skills.
- Ability to build collaborative relationships and influence project outcomes without direct authority.
- Equivalent combinations of education and experience may be considered.
- Municipal government experience is considered a strong asset.
- Professional Engineer (P.Eng.) designation in good standing with the appropriate regulatory body.
- Project Management Professional (PMP) designation.
- A salary range of $95,732.00 - $124,924.80 per annum (based on experience and qualifications)
